When the Urban Institute studied public camera networks for the U.S. Department of Justice, it found that crime in the camera areas of downtown Baltimore fell by nearly 25%, or roughly 30 fewer incidents a month. Those cameras were actively monitored around the clock.
The researchers concluded that cameras had a cost-beneficial effect on crime when actively monitored, and pointed to a lack of routine monitoring where they saw little or no effect.
Visible security also shapes who targets a building. In a University of North Carolina at Charlotte study of 422 incarcerated burglars, about 83% said they would try to find out whether a property had an alarm before breaking in, and 60% said they would look for another target if it did. The researchers found that alarms and surveillance equipment had a similar effect on that choice.

Garden-style and suburban multifamily communities spread units across several buildings, with open parking lots, pools, fitness rooms and a leasing office. Residential surveillance has firm limits. Cameras cover common areas such as entrances, lobbies, hallways, garages and amenities, never the inside of residents’ homes. Post notices so residents and visitors know the building is monitored, and check your state’s rules before recording audio, since many states require everyone’s consent to record a conversation.
